As the new millennium began, the impact of a previous decade of unprecedented changes in public health and human services policy was under way. According the American Public Human Services Association, federal reforms in the 1990s provided greater authority to states. In turn, state administrators created new partnerships with local governments, community- and faith-based organizations and the private sector to design and deliver human services.
